Tax competition between subnational governments: theoretical and regional policy issues for Switzerland

From a theoretical point of view, tax competition is seen as an economic policy strategy to attract mobile tax bases and firms in order to boost economic development in terms of employment and output growth within the political jurisdiction implementing it. In the literature it is further argued by some authors that (i) tax competition is ‘good’ because it limits public expenditure and thus the State power, since it cuts back on the revenues accruing from business taxation and hence curbs government spending; and by others that (ii) it is ‘bad’ because tax arrangements lead to the erosion of government revenues. This paper focuses on a third, neglected issue, namely that the dynamics of tax competition between subnational governments is such that a local authority will not improve its relative position within the country and none will gain any long-lasting competitive advantages.

Background: Computerized decision support systems (CDSSs) have been shownto help health
care professionals to avoid errors and improve clinical practice and efficiency in health care.
Little is known about its influence on nursing practice and outcomes for residents in nursing
homes.
Aim: The aim of this study was to evaluate the effects on the risk for and prevalence of
pressure ulcers (PUs) and malnutrition of implementing a CDSS to improve prevention and
care of PUs and also to improve nutrition in the elderly in nursing homes.
Design setting and participants: The study used a quasi-experimental design with two intervention
groups and one control group. A convenience sample of residents from46 units in 15
nursing homes in rural areas in Norway was included. A total of 491 residents participated
at baseline in 2007 and 480 residents at follow-up in 2009.

This short review describes the use of dansyl groups attached to calixarene scaffolds for the spectrofluorimetric detection of ionic and neutral analytes by complexation. References from the last decade are discussed and data on complex formation and analytical merits, such as the detection limit and the effect
of competing ions for cation determination, are presented. Effects of the calixarene conformation and
substituents on the lower and/or upper rims on the mechanism for guest-induced changes in the dansyl-
group fluorescence are discussed.
